Presented by the Connecticut Bar Association, panelists including Carmody Environmental and Land Use Partner Deborah Brancato will discuss the transition to a “Release-Based” program. Since the State passed legislation in 2020 to sunset the “Transfer Act”, CT’s Department of Energy and Environmental Protection (DEEP) has been working with stakeholders to develop the replacement program.  This arduous process has led to many questions about implications of the transition to the regulated community and property owners. This program is intended to be an update and touch-point for practitioners about this major regulatory transition as the State moves closer to bringing it to fruition.
