The Connecticut Department of Economic and Community Development (DECD) Office of Brownfield Remediation and Development (OBRD) has announced funding availability under Round 18 of the Municipal Grant and Targeted Brownfield Loan Programs, which has a $25 million pool of available funds.
The OBRD also announced Round 1 of available funding on behalf of the CT Department of Energy and Environmental Protection (DEEP) through the DEEP CERCLA 128 (a) Brownfield Grant Program, which has a $485,000 pool of available funds.
The deadline to submit applications to DECD for the available programs is Friday, September 22, 2023 at noon.
The Municipal Brownfield Grant Program funding is available to municipal applicants for costs associated with assessing, remediating, and developing a “brownfield.” DECD encourages public-private partnerships and has the ability to structure pass-through grants from eligible municipal applicants to private partner entities. In this round, requests for up to $4 million per application may be made under the Remediation & Limited Assessment Grant, while requests up to $200,000 (or higher for certain applicant types/applications) are available under the Assessment Only Grant.
The Targeted Brownfield Development Loan Program is designed to provide low-interest loans for eligible costs of brownfield remediation projects to potential brownfield purchasers and certain current brownfield owners who are not directly responsible for property conditions and are seeking to revitalize such brownfield.

The DEEP CERCLA 128 (a) Brownfield Grant Program funding is available to municipal and non-profit entities that perform environmental assessment and cleanup activities. DEEP encourages applicants whose projects will enable the creation, preservation, or addition of park space, greenways, or recreational space or other property used for non-profit purposes to apply. Grants up to $250,000 for assessment and $250,000 for clean up under CERCLA may be requested. More information about this program is available here.
